Excerpts from City Plan Commission Minutes of March 7, 2002 <br /> Cal. No. 02-12 Petition of MARK A. WOLFER and ASSOCIATES, INC., 513 <br /> West William Street, to rezone the premises at 616 WESTIMBODEN <br /> from B-2 Commercial District to M-1 Light Industrial District. <br /> Mr. Van Steenhuyse presented the recommendation of staff: <br /> The subject property is just west of International Control Services (ICS), a light manufacturing <br /> plant. The property currently occupied by the plant was rezoned from B-2 to M-1 in 1988. <br /> The owners wish to rezone the adjacent Lot 3 of the Redwood Addition, immediately west of the <br /> ICS property. This would enable the ICS facility to be expanded onto the adjacent lot. The light <br /> manufacturing processes carried out by ICS are not allowed in the B-2 District. <br /> The petitioner has submitted a preliminary site plan showing a 200' by 120' (24,000 square feet) <br /> addition to the west of the current building. The site plan shows the building and a new parking <br /> lot to the south with 62 parking spaces. The plan also shows that the new building will be located <br /> upon an existing drainageway.Although these are issues that are not related to the rezoning and <br /> must be resolved with the site plan, the petitioner is advised that parking must meet M-1 <br /> standards and that site grading must provide for proper drainage. <br /> Mr. Van Steenhuyse noted that when considering a rezoning, attention must be given not only to <br /> the intended use of the property,but also to any other use that may be permitted within the new <br /> zoning district. The current B-2 zoning allows most highway-oriented and general commercial <br /> uses, as well as offices and services. The M-1 also allows these uses,but expands into light <br /> manufacturing. The M-1 designation has been used in several areas to promote commercial uses ' <br /> as well as manufacturing. For instance,most of East Pershing Road is zoned M-1 as opposed to i <br /> B-2. I <br /> It does not appear that the requested rezoning would have a negative impact on existing <br /> development. The additional uses allowed in the M-1 District would not change the essential � <br /> character of the area. There is no residential development onImboden west of the ICG tracks, so �'I <br /> it does not appear that residential areas would be impacted. Therefore, staff recommends that 615 il <br /> West Imboden Drive be rezoned from B-2 to M-1. i <br /> Mr. Van Steenhuyse explained that per Section XXVII.A, the Plan Commission must hold a il <br /> public hearing and make a report to the City Council regarding a rezoning petition. After <br /> receiving public input on the rezoning, a motion to approve the rezoning is recommended. I <br /> Mr. Mark Wolfer was present to answer any questions. �I <br /> The use of the former Redwood Restaurant was discussed. Mr.Wolfer stated that it is now a <br /> clinical lab of some type. Mr. Van Steenhuyse stated that it is zoned B-Z. <br /> There were no objectors present. <br /> It was moved and seconded(Smith/Claypool)to forward Cal. No. 02-12 to City Council with <br /> recommendation for approval. Motion carried unanimously. <br />
