Page 2 of 2 <br /> 616 West Imboden Drive (International Control Services Rezoning) ' <br /> March 7, 2002 <br /> submitted a preliminary building elevation that clearly shows that the new addition will be <br /> attached to the existing facility. <br /> 4. The site plan shows the building and a new parking lot to the south with 62 parking spaces. <br /> The plan also shows that the new building will be located upon an existing drainageway. <br /> Although these are issues that are not related to the rezoning and must be resolved with the <br /> site plan,the petitioner is advised that parking must meet M-1 standards and that site grading <br /> must provide for proper drainage. <br /> STAFF ANALYSIS <br /> 5. When considering a rezoning, attention must be given not only to the intended use of the <br /> property,but also to any other use that may be permitted within the new zoning district. The <br /> current B-2 zoning allows most highway-oriented and general commercial uses, as well as <br /> offices and services. The M-1 also allows these uses,but expands into light manufacturing. <br /> The M-1 designation has been used in several areas to promote commercial uses as well as <br /> manufacturing. For instance,most of East Pershing Road is zoned M-1 as opposed to B-2. <br /> 6. It does not appear that the requested rezoning would have a negative impact on existing <br /> development. The additional uses allowed in the M-1 District would not change the essential <br /> character of the area. There is no residential development on Imboden west of the ICG <br /> tracks, so it does not appear that residential areas would be impacted. <br /> STAFF RECOMMENDATION <br /> 7. Staff recommends that 615 West Imboden Drive be rezoned from B-2 to M-1. <br /> PLAN COMMISSION ACTION <br /> 8. Per Section XXVII.A,the Plan Commission must hold a public hearing and make a report to <br /> the City Council regarding a rezoning petition. After receiving public input on the rezoning, <br /> a motion to approve the rezoning is recommended. <br /> The above report constitutes the testimony and recommendation of the Planning Division, <br /> Economic and Urban Development Department, City of Decatur. <br /> Steven J.
