V Steenhuyse, Planning Mana er�``� <br /> Hala Ahme , Environmental Specialist--�--- <br /> SUBJECT: Rezoning 2071 and 2117 East Damon Avenue from R-2 Single Family Residence <br /> District to B-2 Commercial District <br /> SUMMARY RECOMMENDATION: Staff finds that the proposed rezoning of the properties <br /> on Damon Avenue is compatible with the changing character of the locality. Staff recommends <br /> approval of the rezoning of the lots at 2071 and 2117 East Damon Avenue. <br /> BACKGROUND: The petitioner owns and operates the World of Power Sports at 2635 North <br /> 22nd Street. The business sells motorcycles, all-terrain vehicles, ski boats and other <br /> motor-driven sport vehicles. The petitioner owns lot 32 (120 x 257.6 feet) and the eastern 40 feet <br /> of Lot 31 on Damon Avenue as well as Lot 15 and the north 182 feet of Lot 16 on Pythian <br /> Avenue. The portions of lots 31 and 16 that are not owned by the petitioner are currently used <br /> for residential purposes. There are currently 2 residences and several accessory structures located <br /> on Lot 32. During the February 5, 2002 City Plan Commission, the petitioner withdrew his <br /> request to rezone Lot 15 and the north 182 feet of Lot 16 on Pythian Avenue (2120 and 2110 <br /> East Pythian). <br /> On March 19, 2001, City Council reviewed a rezoning petition for a property on 2008 East <br /> Damon Avenue. The property was rezoned from R-2 Single Family Residence to M-1 Light <br /> Industrial District. This property is approximately 240 feet to the east of the subject properties <br /> on the north side of Damon. The property is currently used for office space and storage for the <br /> All Service Company, a filter media company that provides on-site filter services. <br /> On January 10, 2002, the owners requested a variance to allow the expansion of the parking area <br /> onto the adjacent residentially-zoned property. The petitioners were advised that such a variance <br /> would only allow parking on the lot, and that the requested storage would be allowed only if the <br /> property were rezoned. The petitioners opted to proceed with the variance, in order to begin <br /> construction of the parking lot while the weather remained warm. The variance was granted by <br /> the Zoning Board of Appeals. <br />
