Near North Rezoning and Planned Unit Development
January 3, 2002
2. Immediately adjacent to the conservation area is the Longview Place Apartments, a public
housing project owned by the Decatur Housing Authority(DHA). Longview consists of a
total of 362 units, with 302 units west of the ICG tracks and 60 units east of the tracks. The
Longview complex also includes an administration and community center, a building
housing a day care center and a Head Start ro am a olice substation and offices for
P , P ,
community organizations. In 1999, the DHA applied for a HOPE VI grant to demolish
Longview and replace it with new housing. The DHA received a grant for$34.9 million to
demolish Longview and create new housing opportunities. Since Longview is adjacent to the
Near North conservation area, it was decided that the HOPE VI grant would be used for the
entire neighborhood, including Longview, to redevelop the entire area and create a new Near
North.
3. In September the City hired Good , Clanc and Associates GCA from Boston to head the
Y Y ( )
master planning effort for the revitalized neighborhood. As of this date, GCA has held
community workshops, charrettes and public meetings and have developed concepts based
on this public input. As a result of these meetings, a concept ("Concept 5") has risen to the
top and GCA is currently refining it. A final draft plan based on this concept is expected to
be submitted for City approval in February.
« „
4. One of the goals of thc HOrE VI programs is to promote new urbanist neighborhood
design. This approach is really more similar to the way neighborhoods were developed prior
to World War II: pedestrian oriented, mixed use communities that promote greater social
interaction and street life as opposed to modern methods of sepazation of uses and structures.
The Goody, Clancy concepts reflect this philosophy.
5.
In October, the DHA entered into a re-develo ment a eement with Eastlake Develo ment
P P ' P
and Mana ement Co oration of Chica o to be the develo e '
8 rp g p rs for the Neaz North. Eastlake
has extensive experience with neighborhood redevelopment, affordable housing, and is ',
currently developer for a HOPE VI project in Chicago. Although the$35 million HOPE VI
grant is a significant portion of the financing for this ro'ect, its focus is on the re-housin of '
P J g
the public housing residents displaced by the demolition of Longview. In order to redevelop !,
the neighborhood, other sources of funds will be needed. Eastlake is expected to bring tfieir !
own funds to develop the market rate portion of the project. In addition, Eastlake is in the '
' process of applying for Low-Income Housing Tax Credits from the State of Illinois. The I
, deadline for tax credit applications is January 28`h. !I
6. Applicants for tax credits must show ro'ect worthiness b earnin oints for their ro'ects. I
P J Y gP P J
One of the areas where points can be earned is zoning. The closer the project is to having all I,
of its zonin a rovals the more oints that can be earned. Therefore staff has initiated this I
g PP , P ,
rezoning and PUD in order to maximize the zoning points prior to the tax credit application i
deadline. Should the Plan Commission make its recommendation on this request at the I
January 3 meeting, the project should be reviewed by the Council on January 22,which will I
allow the tax credit application to reflect the points gained by this action. I
PROJECT DESCRIPTION I
7. The rezomng petition rezones those properties withm the proect area to R-6 that aze not
, already zoned R-6. Most of the land north of the alley between Marietta and King and east
