Pa e 3 of 6
g
Near North Rezoning and Planned Unit Development
January 3, 2002
of Warren Street is zoned R-5. There is a small B-1 commercial zone on Grand as well as an
area zonecM-1 along the ICG tracks between Grand and Condit. Finally, there are two
zones at the south end of the area on Martin Luther King, Jr. Drive that are zoned B-1 and
B-2. The remainder of the area is already zoned R-6.
8. Due to the mixed use nature of the proj ect being contemplated, R-6 is the most appropriate
underlying zoning for the area. The majority of the project will be housing of various types:
single family, townhouses (also referred to as "rowhouses") and multi-family dwellings. All
of these uses and densities are allowed under the R-6 zoning. The R-6 designation also
allows the greatest flexibility with regard to density and will allow a true mixed-density
project where single family units are provided adjacent to higher density dwellings.
9. In addition, a Planned Unit Development is being filed for that portion of the conservation
area east of Warren Street. The areas west of Wanen Street are not included since there are
large spaces within those areas that are not yet acquired or are not expected to be acquired.
These areas can be added later as amendments to the PUD. The PUD also does not include '
the 60 Longview units east of the ICG tracks, although these units are part of the HOPE VI
proj ect area.
10. The City's PUD ordinance requires a site plan that shows the final development of the land ',
within the PUD. As noted above, Goody Clancy is in the process of creating this plan. The ',
final plan will include land uses, unit mix, lot sizes, street standards, housing types, ii
landscaping, etc. The plan will include a"mixed use area"that will be the heart of the
neighborhood. This area will have commercial uses as well as residential uses (such as
apartments above store fronts). Since the R-6 zoning only allows residential uses, a PUD is
re uired to allow for m'
q ixed uses. The PUD also allows the imposing of standards to insure
that the full nei
, ghborhood development is of the highest quality.
11. The PUD submitted breaks with the norm in that a final site plan is not yet available.
However, in order to allow for the adoption of a PUD for the area prior to the taac credit
deadline, staff proposes adoption of a site plan showing the current conditions of the area and
a set of standards for its ultimate development. Prior to development of anportion of the
, area, however, the PUD must be amended to reflect a final site plan.
' 12. The "New Near North Neighborhood PUD Development Guidelines"contain several pages
of requirements for the PUD. Covered are permitted uses, development standards such as
setbacks, etc., and design standards for the buildings and the environment. These
requirements are consistent with the Goody, Clancy Concept 5 proposals and will provide
guidelines for the final development of the plans.
13. The Development Guidelines note that both a final site plan and a"pattern book"of building
types will be developed prior to any building taking place within the neighborhood. Once
these are completed, they will be incorporated into the PUD via an amendment process. The
Guidelines also include a list of permitted uses within the development. Residential uses are
allowed anywhere within the development. In addition, single family lots may develop
"secondary dwellings." Commonly called "granny flats", a secondary dwelling can be in a
separate building on the lot, above a garage or even incorporated into the main building. The
units are limited to 800 square feet, so most such units will be an efficiency or one-bedroom
unit. This may be an attractive option for some buyers.
