Decatur City Plan Commission
January 3, 2002
Page Six
Mr. Brinkoetter stated that he had instructed that none of the trees on the hedgerow be touched.
He stated that a single story building would look like a strip mall and that he was spending $5
million where a $3.2 million building could be built. Mr. Brinkoetter stated that he did not want
an adversarial relationship with the neighbors. He noted that he could build a subdivision at this
location with roads and two story houses that would have more traffic and lights.
Mr. Kenneth Evans, 293 Wayside Avenue, was present and spoke against the petition stating that I
he has lived there since 1956. He expressed concern for the neighbors to the south of the
proposed development stating that there would be lighting issues as well as access forhaulers ,
and service people. He agreed that it would be a beautiful structure and that Imboden Creek was ',
a wonderful facility. Mr. Evans stated that the neighbors should be taken into consideration. He
stated that there will be additional traffic to the facility due to visitors. There is a hill in front of
the existing home and people use Imboden Drive to cut across from Route 51 to Franklin Street
Road. I,
Mr. Kevin Meachum, 28 Sickles Drive, was present and spoke against the petition stating that his I'
rnain concern was that the development would be 25 feet from the back property line. The
property to be developed is the high point of the whole block. Mr. Meachum stated that a bigger
buffer zone is needed, more evergreens should be added and the development should be moved '
forward. He stated that the fifteen foot setback on the west side is not very far and asked who
would control the building dust. Mr. Meachum stated that the residents homes are their major
investment and a 40,000 square foot building is not in character with the area. He stated that the
Zoning Ordinance was too vague in regard to a nursing home.
It was noted that there is a Planned Unit Development assisted living facility on Mound Road I
which is adjacent to a residential area. '
Mr. Meachum stated that although the proposed building is nice a larger buffer is needed from
the building and parking lot to the existing residences.
Mr. Schiller stated that the buffer is a primary issue and asked if the development aould be '
moved five feet to the east and five feet to the north. Mr. Gavin stated that to move the '
development five feet may not make that much difference to the residents overall but it would
push into the existing grove of trees. The Zoning Ordinance requirement is being met and the
trees protected. To move the development to the east would cause the park like setting to be too
narrow. The owner is willing to provide a more substantial buffer.
Mr. Shampine asked what additional buffer is proposed. Mr. DesCarpentrie stated that a white
spruce, which will grow approximately 40 feet tall, branches from the ground as opposed to a
white pine which limbs six feet up. The trees grow about a foot a year. It was noted that the
trees to the south are 300 feet tall and there are also some shrubs.
