Van Steenhuyse, Planning M ager� <br /> Hala Ahmed, Environmental Specialist�--� <br /> SUBJECT: Rezoning 180 West Imboden Drive from R-3 Single Family Residence District to <br /> R-5 Two Family Residence District, Approval of a Planned Unit Development for <br /> a 48-unit Assisted Living Center <br /> SUMMARY RECOMMENDATION: Staff finds that the proposed use is compatible with the <br /> locality and would not adversely affect the neighborhood. Based on staff analysis, the proposed <br /> development will not create undue traffic or noise. Staff recommends approval of the petition as <br /> proposed. <br /> BACKGROUND: The subject site covers 3.71 acres (161,608 syuare feet approximately) and <br /> contains a 2,500 square foot house with a two car attached garage. A 10" water main and 8" <br /> sanitary sewer connection are available to the site from West Imboden Drive. <br /> The petitioner proposes the construction of a 48 unit assisted living facility on the subject site. <br /> The proposed structure will be 2 stories high with a partial basement. Access to the proposed <br /> project will remain along West Imboden Drive. The petitioner intends to retain the existing <br /> residential structure and use it as the corporate office for their senior housing corporation. The <br /> petitioner also owns the Imboden Creek Living Center, a nursing home on the north side of <br /> Imboden, across from the subject property. <br /> A proposed 8" water main and a 6" sanitary sewer will serve the proposed development. Storm <br /> water detention and surface run-off will be accommodated in a proposed detention pond located <br /> on the east side of the property. <br /> The proposed facility will have 46 one-bedroom units and 2 two-bedroom units arranged on a <br /> central courtyard design. Site plans of the development indicate extensive landscaping in the <br /> courtyard with the inclusion of fountains, a patio, a greenhouse and various types of vegetation. <br /> The density of the proposed use will be 1 dwelling unit per 3,367 square feet of gross area <br /> approximately (48 dwelling units in a total area of 161,608 square feet). According to the <br /> Decatur Zoning Ordinance, the required density in an R-5 Two Family District is 1 unit per 2,500 <br /> square feet. Thus, the proposed density is fairly low for an R-5 District and staff believes that it <br /> is consistent with the surrounding area. The petitioner has expressed his intent to preserve the <br />
