This item was tabled at the November 1 Plan Commission meeting. The subject property I�' <br /> consists of a 16-foot wide public alley that currently extends east from Pine Street 200 feet. ' <br /> The alley was originally platted all the way between Pine and Monroe,but the remainder was <br /> vacated by District 61 as the Roosevelt Middle School and grounds were developed. The , <br /> alley was previously used to access the parking area on the south side of the school building. ' <br /> The alley is located within the area approved as a Residential Development Plan for the �' <br /> Roosevelt School Apartments. This plan was approved by the Council in March of 2001 and ' <br /> amended in August. I <br /> 2. When the site plan for this project was submitted in October, it was discovered that a portion ! <br /> of the parking area for the apartment project would be located on the public alley. The ' <br /> Indianapolis architectural firm that prepared the RDP site plans apparently were unaware that ', <br /> a public alley was present. When the local engineering firm that prepared the site plan did a , <br /> survey of the property, they notified staff that there was a public alley within the project. ' <br />
