Page 2 of 2 <br /> Roosevelt School Alley Vacation <br /> December 6, 2001 <br /> Although the plan shows no buildings on the alley, it was deemed in the best interest of both <br /> the City and the project to file a request for vacation of the right-of-way. <br /> PROJECT DESCRIPTION <br /> 3. Only the east 120 feet of the existing alley is proposed to be vacated. The west 80 feet off of �' <br /> Pine will continue to provide access to the two privately-owned lots on the north and south <br /> sides of the alley with frontage on Pine. Although neither lot currently uses the alley for ' <br /> access, it was determined that vacating the entire alley would prevent future access for those <br /> properties should they later decide to use the alley. Leaving the west 80 feet as public ' <br /> right-of-way does not affect access to the Roosevelt School apartment complex. �, <br /> 4. The plan shows that some parking spaces, a portion of a sidewalk and a portion of a I <br /> landscape area will be located upon the area proposed to be vacated. No construction has <br /> taken place on the un-vacated right-of-way. The developer has been informed that no � <br /> construction will be permitted priar to final approval and filing of the alley vacation. , <br /> STAFF ANALYSIS I <br /> 5. The City has received an appraisal of the alley in the amount of$500.00 from Fitzgarrald and <br /> Associates. In addition, the three public utilities (Ameritech/SBC, Insight Communications <br /> and Illinois Power)have submitted letters of no objection, subject to maintaining easements <br /> far existing equipment within the right-of-way. <br /> 6. The portion of the alley proposed to be vacated no longer serves a public purpose. The , <br /> maintenance of the west 80 feet will protect the access rights of the properties along Pine ' <br /> Street. <br /> STAFF RECOMMENDATION I <br /> 7.
