V Steenhuyse, Planning Manag��� <br /> SUBJECT: Alley Vacation: Between 700 blocks of West Grand and West Leafland (Roosevelt <br /> School property) <br /> SUMMARY RECOMMENDATION: The owners of the Roosevelt School Apartments project <br /> (Finlay Interests) have requested vacation of a 120' x 16' alley located behind the former 'I <br /> Roosevelt Middle School building. The Plan Commission recommended 9-1 to vacate the alley. , <br /> The request has been reviewed by the Planning Division and the Engineering Division, and finds <br /> that the alley serves no public purpose. Staff recommends that the alley be vacated as requested. <br /> BACKGROUND: Originally, this alley stretched the length of the block from Monroe to Pine <br /> Street. All but the west 200 feet were vacated by District 61 as Roosevelt School was developed. <br /> With approval of the Roosevelt School Apartments Residential Development Plan, the east 120 <br /> feet of the remaining alley is no longer needed. The westernmost 80 feet of the alley is adjacent <br /> to two single family lots, and is not proposed to be vacated in order to allow alley access to those <br /> lots. The area proposed to be vacated will be part of the parking and landscaped area of the <br /> Roosevelt School RDP. No construction has commenced, and the developers have been notified <br /> that no construction within the alley right-of-way will be permitted prior to approval and <br /> recording of the alley vacation. <br /> POTENTIAL OBJECTION: Staff is not aware of any objections. <br /> INPUT FROM OTHER SOURCES: Staff has received an appraisal for the alley that <br /> determines its value to be $500. Letters from the utility companies have been received, and there <br /> are no objections to the vacation so long as easements for existing utilities are maintained. <br /> STAFF REFERENCE: Please contact Planning Manager Steven J.
