Cal. No. 01-48 Petition of DECATUR MEMORIAL HEALTH FOUNDATION, 2300 North Edward Street, to rezone the premises located at 2175 NORTH EDWARD STREET from R-3 Single Family Residence District to O-1 Office District. Mrs. Stewart presented the recommendation of staff: The subject property contains a 9,780 (163' x 60') square foot lot. This site was recently granted a variance to construct a parking lot on November 8, 2001 by the Zoning Board of Appeals also subject to the submitted landscape plan. The petitioner proposes to rezone one lot totaling 0.22 acres, to O-1, Off'ice District. The petitioner has indicated that this lot is being rezoned to be consistent with other hospital zoning. The hospital is in need of additional parking spaces to allow for the relocation of existing spaces when planned building expansions begin. � The property owner owns the adjacent property which lies to the north and west of the subject property which is already zoned O-1 and is being used as a parking lot. By expanding the existing parking lot to the south the hospital will be able to add 18 additional stalls. - The hospital always intended to rezone the property but to expedite construction of the parking lot before the asphalt plant closed, the hospital petitioned and received the variance. Staff j anticipates receiving a PUD for this area in the next few weeks. � Based on the above analysis, staff recommends approval of the petition as submitted. Mr. Phillip Cochran, Consulting Engineer,was present representing Decatur Memorial Health Foundation and stated that the staff report is accurate. Mr.Cochran stated that the existing house, which is owned by the hospital, will be demolished. There are presently parking stalls in existence allowed specifically by the Zoning Ordinance. There were no objectors present. It was moved and seconded(Shampine/Peck)to forward Cal. No. 01-48 to City Council with recommendation for approval. Motion carried with Commissioners Clevenger and Smith abstaining from the vote.
