' • ' � � Page 3 of 4 <br /> West Towne Square PUD Amendment <br /> September 6, 2001 <br /> believes that the four space shortfall is acceptable, given the variation in hours and parking <br /> space utilization of the various uses within the PUD <br /> 9. The site plan shows an ornamental iron fence along Macon Street as well as a wooden <br /> site-break fence along the eastern border of the development. The landscape plan shows five <br /> landscaped islands at the southern ends of the parking rows. Landscaping is also shown <br /> along the western perimeter and around all of the buildings. <br /> STAFF ANALYSIS <br /> 10. The applicants have submitted architectural elevations for the proposed apartment buildings. <br /> The elevations show that each building is basically two "modules"that are connected by the <br /> roof and are accessed via an outdoor stairway in the middle of the buildings. The buildings <br /> have pitched roofs, vinyl siding, and no window or door details. The sides of the buildings <br /> are especially plain, with no distinguishing features. <br /> 11. Staff is concerned that the design of the buildings is inconsistent with the commercial/office <br /> building as well as the historic styles of the homes surrounding them. The design as <br /> proposed is more consistent with suburban development and detracts from both the <br /> neighborhood and the new commercial building. Staff has proposed to the developer that the <br /> following design guidelines be attached to the site plan: <br /> Architectural scheme shall be similar in quality and elements to the Woods <br /> development <br /> On sides parallel to Wood Street: <br /> Brick and brick courses. No more than 60 percent of the wall area shall be siding. <br /> Window and door elements such as sills, lintels, shutters, etc. <br /> Decorative elements in roof gable ends <br /> Use of brick, EIFS, and similar materials to highlight details and/or decorative <br /> elements <br /> Sides not parallel,but visible from, Wood Street: , <br /> Use of brick courses to tie in brick elements from street sides � <br /> Sides not visible from Wood Street: ' <br /> No requirements <br /> As of this writing, the developers have not responded to this proposal. I <br /> STAFF RECOMMENDATION <br /> 12. Staff does not oppose the addition of the apartment buildings or the reconfiguration of the <br /> parking area. The major concern is the effect of the proposed architectural style on both the <br /> surrounding homes and the commercial center. Therefore, staff recommends approval of the <br /> amendment to the West Towne PUD amendment, subject to the addition of the above design <br /> guidelines to the PUD site plan. <br />
