The project, known as West <br /> Towne Square, is currently under construction and is expected to open this fall. <br /> PROJECT DESCRIPTION <br /> 3. The applicants have purchased five additional adjacent lots in this area: one on Wood Street <br /> and four on Macon Street. They are proposing to rezone these lots from R-6 to B-2 and <br /> amend the PUD for West Towne Square to add two 12-unit apartment buildings. In addition <br /> to the buildings, additional parking would be added,most of which is parallel to Macon <br /> Street. The applicants have also submitted a separate petition for vacation of the alley <br /> located behind the lots in question. The site plan shows a turn-around area at the west end of <br /> the remaining alley. This will allow refuse trucks and other vehicles a place to turn around <br /> after providing service to the remaining houses east of the development. <br /> 4. The two new buildings will be served by extensions of the utilities already approved for the <br /> original PUD. A 6-inch watermain that serves the commercial building from an existing <br /> main in Wood Street will be extended to the buildings. The sanitary sewer line that will be <br /> located in the former alley will be extended east to a service line from each building. This <br /> line connects to a combined sewer located under Oakland Avenue. <br /> 5. The site plan shows two, 3-story buildings with 12 units each. The western building is <br /> situated parallel to Wood Street and contains a113-bedroom units. The eastern building is �� <br /> located perpendicular to Wood Street and contains a112-bedroom units. The buildings are I <br /> accessed via private sidewalks within the development; the western building is also accessed <br /> from the public sidewalk on the Wood Street side. <br /> 6. The western building is set back 11 feet from Wood Street,which is the same setback for the <br /> commercial building. The eastern building is set back 20 feet from Wood Street. According <br /> to the developer, this was done at the request of the adjoining property owner to the east. The <br /> eastern building is also 12 feet from the east property line. Since the adjoining house is only <br /> . about 2 to 3 feet from the property line,the buildings will be situated about 14 or 15 feet <br /> apart. <br /> 7. In the original plan, the access drive off of Wood Street was located further to the east. The <br /> amended plan shows the access drive moved west so as to be between the commerciaUoffice <br /> building and the western apartment building. The drive accesses a private parking area <br /> containing 195 parking spaces (including 7 handicapped-accessible spaces). <br /> 8. With the addition of the 24 apartment units, 213 parking spaces are required to serve the <br /> entire site. In addition to the 195 off-street parking spaces, 14 spaces are provided on the <br /> street. This is consistent with the previously approved PUD which showed eight parallel <br /> parking spaces on Oakland and 13 parallel spaces on Wood Street. However, on the <br /> amended plan seven of the spaces on Wood Street have been deleted. Again, according to <br /> the developer this has been done at the request of the adjoining property owner. The <br /> on-street parking spaces were allowed to be counted toward the total requirement in the <br /> original PUD. By combining the off-street and on-street parking spaces,there is a total of <br /> 209 spaces. Although this falls short by four spaces of the Ordinance requirement, the PUD <br /> allows for a relaxing of the standards. The original PUD was also short by two spaces. Staff <br />
