V Steenhuyse, Planning Manag��'� <br /> SUBJECT: West Towne Square Rezoning and PUD Amendment <br /> SUMMARY RECOMMENDATION: The West Towne Square PUD was approved by <br /> Council in December 2000. The two-story office/retail building approved with the PUD is nearly <br />' complete. The owners (R&D Development)have acquired five additional adj acent lots (one on <br /> Wood Street and four on Macon Street) and are requesting to rezone them from R-6 to B-2. <br /> They are also requesting an amendment to the PUD by adding the five lots to the existing PUD <br /> and constructing two 3-story, 12-unit apartment buildings in the northeast corner of the <br /> development. This amendment also requires vacation of an existing alley,which is a separate <br /> petition and action. <br /> On October 4, 2001 the Plan Commission voted 4-3 (with one abstention) to approve the <br /> rezoning and the amended PUD, with the condition that the underlying zoning of the apartments <br /> be R-6. Minutes of the meeting are attached. Staff recommends approval of the B-2 PUD, <br /> subject to architectural standards that insure that the apartment buildings will be similar in <br /> character and detail to the nearby Woods apartment complex. The developer has agreed to staff's <br /> conditions. The staff report is also attached. <br /> BACKGROUND: With the addition of the 24 apartment units, 213 parking spaces are required <br /> to serve the entire site. In addition to the 195 off-street parking spaces, 14 spaces are provided on <br /> the street. This is consistent with the previously approved PUD which showed eight parallel <br /> � parking spaces on Oakland and 13 parallel spaces on Wood Street. However, on the amended <br /> plan seven of the spaces on Wood Street have been deleted, in response to a request by the <br /> neighboring property owner. The on-street parking spaces were allowed to be counted toward <br /> the total requirement in the original PUD. By combining the off-street and on-street parking <br /> spaces, there is a total of 209 spaces. Although this falls short by four spaces of the Ordinance <br /> requirement, the Council may relax the standards via the PUD process. Staff believes that the <br /> four space shortfall is acceptable, given the vaxiation in hours and parking space utilization of the <br /> various uses within the PUD. <br />
