Economic & Urban Development Department Memorandum
# O1-88
August 29, 2001
TO: Honorable Ma or Terry M. Howley and City Council Members
FROM: Steve G City Manager
A.J. Krieger sistant City Manager
SUBJECT: Enterprise Zo e Ordinance Amendment/OldeTowne Redevelopment Project Area
RECOMMENDATION:
City staff recommends approval of the attached ordinance limiting enterprise zone benefits within
the OldeTowne Redevelopment Project Area.
BACKGROUND:
As Council members will recall, in May of 2000, the City of Decatur adopted a series of
ordinances which established the OldeTowne Redevelopment Project Area, and authorized the
use of tax increment financing. The O1deTowne Redevelopment Project Area includes areas that
overlap portions of the Decatur Enterprise Zone. As administered by the Illinois Department of
Commerce and Community Aiairs, the enterprise zone statute prohibits enterprise zone t
abatements being offered to properties within a tax increment financing district. This ordinance
amendment will preclude any property within both the enterprise zone and O1deTowne
Redevelopment Project area from receiving future enterprise zone property tax abatements.
POTENTIAL OBJECTION:
City staff is not aware of any opposition to this enterprise zone ordinance amendment.
INPUT FROM OTHER SOURCES:
Attached to this memorandum are the minutes from a required public hearing.
STAFF REFERENCE:
If Council members have questions they ma.y contact A.J.
