Excerpts from Plan Commission Minutes of June 21, 2001
Cal. No. 01-31 Petition of A.J. KRIEGER,Assistant City Manager, to amend Section
XIV of the Zoning Ordinance,(Ord. #3512, February 8, 1960)
regarding permitted uses in the B-4 Central Business District.
Mr. Bragg presented the recommendation of staff:
In response to recent development pressures within the Central Business District, staff has
initiated a review of permitted uses within the B-4 Central Business District. Upon review, staff I
has found some uses that are not distinctly compatible with downtown uses of today. While
these uses were certainly appropriate and probably more prevalent in the downtown area during ,
the 1960s, it is not likely that they would be welcomed to the area at this time. I
The Decatur City Council has approved a Tax Increment Finance(TIF)District for the
downtown and near west areas. A map of the B-4 Central Business District boundaries is attached.
Staff has reviewed the permitted uses in the B-4 Central Business District and found some uses ,
to be inconsistent with the goals of both the TIF project and the Land Use Agenda currently ;
being prepared. The uses that are considered incompatible are: '
1. Automobile service station, ,
2. Automatic car wash,
3. Coin-operated self service car wash, '
4. Farm implement display and sales room, ',
5. Off-premise (billboard) sign,
6. Vehicle sales or storage lot,
7. Truck or transfer terminal or freight house or bus garage and repair shop, and '
8. Self-service storage facility. ,
Policies proposed as part of the new Land Use Agenda, currently being prepared by the City's
comprehensive planning consultant, include the following: ,
1. Discourage buildings being set back from the sidewalk line, parking should be
located behind buildings in the downtown area,
2. Encourage non-automobile traffic to and within downtown,
3. Support and recruit new destination retail, differentiate from auto-oriented
retail competition.
The uses enumerated as inconsistent are designed more for suburban or auto-oriented
commercial areas. There are few, if any, existing structures in the downtown district where these
facilities could utilize existing buildings without demolition of potential historic resources. By I
their nature, several of these uses directly conflict with the goals of the Land Use Agenda and the
recommendations of the consultant preparing the land use agenda. In addition, the establishment
