Bragg, Planne� <br /> SUBJECT: Zoning Ordinance Amendment -B-4 Central Business District <br /> SUMMARY RECOMMENDATION: Staff recommends approval of the petition as proposed. <br /> Permitted uses within the B-4 Central Business District have been reviewed for consistency with <br /> goals for the downtown area and TIF district. As a result, the following changes are being <br /> recommended for amendment. <br /> BACKGROUND: In response to recent development pressures within the Central Business <br /> District, staff has initiated a review of permitted uses within the B-4 District. Upon review, staff has <br /> found some uses that are not distinctly compatible with downtown uses of today. While these uses <br /> were certainly appropriate and probably more prevalent in the downtown area during the 1960s, it is <br /> not likely that they would be welcomed to the area at this time. One of the four major objectives of <br /> the TIF plan has been to revitalize the downtown district by creating opportunities for destination <br /> retail, entertainment, office and cultural activities. A map of the B-4 Central Business District <br /> boundaries is attached. <br /> Staff has reviewed the permitted uses in the B-4 Central Business District and found some uses to be <br /> inconsistent with the goals of both the TIF project and the Land Use Agenda currently being <br /> prepared. The uses that are considered incompatible are: <br /> l. Automobile service station, <br /> 2. Automatic car wash, <br /> 3. Coin-operated self service car wash, <br /> 4. Farm implement display and sales room, <br /> 5. Off-premise (billboard) sign, <br /> 6. Vehicle sales or storage lot, <br /> 7. Truck or transfer terminal or freight house or bus garage and repair shop, and <br /> 8. Self-service storage facility. <br />
