' •Page 2 of 2 <br /> Zoning Ordinance Amendment- Section XIV, B-4 Central Business District <br /> June 7, 2001 <br /> 4. Policies proposed as part of the new Land Use Agenda, currently being prepared by the City's <br /> comprehensive planning consultant, include the following: <br /> a. Discourage buildings being set back from the sidewalk line,parking should be <br /> located behind buildings in the downtown area, <br /> b. Encourage non-automobile traffic to and within downtown, <br /> c. Support and recruit new destination retail, differentiate from auto-oriented retail <br /> competition. <br /> 5. The uses listed in item Three are designed more for suburban or auto-oriented commercial areas. <br /> There are few, if any, existing structures in the downtown district where these facilities could <br /> utilize existing buildings without demolition of potential historic resources. By their nature, <br /> several of these uses directly conflict with the goals of the Land Use Agenda and the <br /> recommendations of the consultant preparing the agenda. In addition,the establishment or <br /> reestablishment of some of these uses in the downtown may have a negative impact on ongoing <br /> efforts to revitalize the area. <br /> STAFF RECOMMENDATION <br /> 6. Staff recommends approval of the amendment to the Zoning Ordinance as proposed. <br /> The above report constitutes the testimony and recommendation of the Planning Division, Economic <br /> and Urban Development Department, City of Decatur. <br /> Dane C.
