STAFF REPORT <br /> Decatur City Plan Commission <br /> COMMON NAME: Zoning Ordinance Amendment- Section XIV, B-4 Central Business District <br /> GENERAL INFORMATION <br /> Hearing Date June 21, 2001 <br /> Calendar No. 01-31 <br /> Property Location N/A <br /> Requested Action Amend Zoning Ordinance,revise permitted uses within the B-4 Central <br /> Business District <br /> Petitioner A.J. Krieger,Assistant City Manager <br /> Property Owner N/A <br /> BACKGROUND <br /> 1. In response to recent development pressures within the Central Business District, staffhas <br /> initiated a review of allowable uses within the B-4 Central Business District. Upon review, staff <br /> has found some uses that are not distinctly compatible with downtown uses of today. While <br /> these uses were certainly appropriate and probably more prevalent in the downtown area during I <br /> the 1960s, it is not likely that they would be welcomed to the area at this time. <br /> PROJECT DESCRIPTION <br /> 2. The Decatur City Council has approved a Tax Increment Finance (TIF)District for the <br /> downtown and near west areas. One of the four major objectives of the TIF plan has been to <br /> revitalize the downtown district by creating opportunities for destination retail, entertainment, <br /> office and cultural activities. A map of the B-4 Central Business District boundaries is attached. <br /> STAFF ANALYSIS <br /> 3. Staff has reviewed the permitted uses in the B-4 Central Business District and found some uses <br /> to be inconsistent with the goals of both the TIF project and the Land Use Agenda currently <br /> being prepared. The uses that are considered incompatible are: <br /> a. Automobile service station, <br /> b. Automatic car wash, <br /> c. Coin-operated self service car wash, <br /> d. Farm implement display and sales room, <br /> e. Off-premise (billboard) sign, <br /> f. Vehicle sales or storage lot, <br /> g. Truck or transfer terminal or freight house or bus garage and repair shop, and <br /> h. Self-service storage facility. <br />
