By greatly improving the County's ability to facilitate animal adoptions, the public
welfare will be substantially advanced by the new Animal Shelter facility. While the
facility will not be an end all solution for all aspects of animal care in the County, it will
provide a necessary tool needed to implement numerous operational and educational
animal care programs.
Public Morals
While an animal shelter may have limited moral implications for a community, the
Macon County Board feels an ethical responsibility to improve current animal care
practices. By eliminating the present crowded and inadequate facility and by providing a
facility that will additionally incorporate educational activities, the public interest will be
substantially served.
Use and Enjoyment of Other Properties in the General Vicinity
The establishment of this facility will not prevent the continued use of the institutional
and educational activities of adjacent property owners. Structure design and adequate
landscaping will stress visual satisfaction and will prevent conflicts related to odor or
sound.
Impact on the Normal and Orderly Course of Development
It is extremely unlikely that the proposed facility would have any impact on the normal
and orderly course of development in the area. On the contrary, the facility has the
potential of being only one of several desired destinations depending on future
development activities in the Greenswitch Road corridor between Mound Road and
Interstate 72.
Adequacy of Utilities,Access Roads, Drainage, and/or other Necessary Facilities
As previously mentioned, the planning for this facility has stressed satisfying basic utility
needs. The site is located outside of a nearby floodplain area and can tie into nearby
water and sewer services. Connections to power and other utilities are also available.
Carolyn Avenue also represents a natural, safe, and financially feasible access point.
Ingress and Egress
Citizens will not have any problems accessing the facility as its driveway will be a
natural extension of Carolyn Avenue. The facility will not be gated and therefore, will
ensure the right to enter and exit.
Conform to Applicable Laws and Regulations
Special Use PermitApplication Page 7
