' f
are otherwise prohibited by this Ordinance, and may vary the application of
othenvise applicable regulations.for such special uses, provided that the essential
character and nature of the surrounding neighborhood are not disturbed, and
may also impose appropriate conditions and safeguaYds, including a specied
period of time for the permit, to protect the comprehensive plan and to conserve
and protect property values in the neighborhood.
(i) Any public o•government building or structure
It is the County's belief that the proposed state of the art facility will become a valued
attribute to this region and its citizens. At the same time, the property is naturally
isolated from substantial urban development. All efforts are being made to design the
grounds of the facility so that the County remains a good neighbor to the State
Correctional Facility and other adjacent property owners.
STANDARDS FOR DEVELOPMENT
The Macon County Board utilizes a series of standards when addressing land use
decisions in its jurisdiction. It is only fitting that the County feels compelled to address
these standards as it pertains to its development proposal.
Public Health
The establishment of the new Animal Shelter will not be detrimental to the public health.
On the contrary, the establishment of a new shelter will be substantially beneficial to the
public health by increasing the capacity to house stray, abandoned, or otherwise
discarded animals. The operation of the shelter will be wholly enclosed and will be
provided with all necessary facilities and utilities to ensure adequate air and water quality
as well as proper sewage facilities. Consequently, there is no reason for concern for the
public health in the immediate vicinity of the shelter and its operation would only
improve the general public health of the entire community.
Public Safety
The establishment and operation of the new Animal Shelter will not be detrimental to the
public safety. All animals on the property will be housed indoors which should minimize
concern for escaping animals. Traffic on Carolyn Avenue will also not present a threat to
the public safety. Widening of the right-of-way will provide ample room for traffic and
the speed limit will be consistent with the nature of the area. For the greater community,
the new shelter will be a benefit to the public safety. With an increased animal capacity,
the citizens of the Decatur metropolitan region will have less frequent contact with
dangerous, diseased, or discarded animals.
Public Welfare
Special Use Permit Application Page 6
