At this same location, the Shelter would connect to the 12" municipal water main.
Discussions between the Shelter Foundation and the SDD would suggest that there would
be no special requirements or costs to connect at this location. However, it is understood
that the installation of a sewer manhole adjacent to the Shelter's connection to the SDD
sewer may be necessary.
ACCESS
Access to the proposed facility would be from Carolyn Avenue from the east. This
Hickory Point Township road is currently only 15 feet wide although right-of-way of 60
feet has been reserved. Widening the road for two-way traffic is an anticipated cost of
this project. Carolyn Avenue was chosen as the access to this property after extensive
analysis indicated that other avenues of access would be infeasible due to engineering
and/or financial factors.
EMERGENCY VEHICLES
The entrance to the proposed facility will not be gated so that animal control operations
can be handled on a 24-hour basis as needed. Emergency services will be able to utilize
the facility parking lot in order to turn their vehicles around.
SNOW RF,MOVAL
A small piece of pavement will be constructed in the reserved right-of-way that lies
perpendicular and South to the terminus of Carolyn Avenue. This piece of pavement will
provide Hickory Point Township with the ability to adequately remove snow from this
street.
LANDSCAPING
While the facility and its surrounding grounds have been painstakingly designed for
maximum aesthetic satisfaction, it is the desire of the County to provide sufficient
landscaping to minimize all aesthetic impacts on the neighboring residential properties.
SPECIAL USE PERMIT RATIONALE
The proposed use would be a publicly operated facility serving the needs of all of the
residents of the City of Decatur and of Macon County.
CITY OF DECATUR LAND USE REGULATIONS
The County believes this use is entirely consistent with the land use policies of the City
of Decatur. The City of Decatur Zoning Ordinance states:
The City Couneil may by Ordinance grant a speeial use permit only for the
following special uses in any distriet, exeept as herein qualified, fiom which they
Special Ilse Permit Applieation Page S
