Scovill Park Addition Rezoning ,
March 1, 2001 '
subdivision to the east, but all of the other adjoining lots are very large. The proposed single I
family use does not appear to have a negatve impact on these uses. '
, 4. Also to be considered is the impact on the subject property if it remains in the R-1 District.
As noted above, the property is very deep but it is not very wide. It is not possible to provide '
' the requisite 50-foot right-of-way within this 215-foot wide property and create marketable
' lots that meet the R-1 requirements (20,000 square feet in area and 80 feet wide). Under the '
current zoning, in order to meet the subdivision requirement that every lot have frontage on a
public street, only two very deep lots could be created on this property. I
5. There is an adjoining land-locked area north of the subject property that is zoned R-6 I
Multiple Dwelling District. This area appeazs to be on the same property as the Soyland
Power Cooperative office building, and would be accessed from within that property. The
applicant is advised that a multiple family development could occur at this location, adjacent
to the proposed single family lots at the north end of the subdivision.
STAFF RECOMMENDATION
6. Staff recommends approval of the request to rezone this property from R-1 to R-3. The
proposed rezoning and subsequent subdivision does not appear to have a negative impact on
the surrounding uses.
The above report constitutes the testimony and recommendation of the Planning Division,
Economic and Urban Development Department, City of Decatur.
Steven J. Van Steenhuyse AICP
Planning Manager
ATTACHMENTS
1. Location Map. .
2. Petition.
