Excerpts from Minutes of March 1, 2001 City Plan Commission Meeting I
Cal. No. 01-11 Petition of CHRIS ENTLER, 819 North Sunnyside Road, to rezone
the premises at 3400 WEST MAIN STREET from R-1 Single Family ,
Residence District to R-3 Single Family Residence District.
Cal. No. 01-12 Preliminary Plat of Scovill Park Addition
NIr. Van Steenhuyse presented the staff recommendation for both petitions:
ENTLER REZONING
Mr. Van Steenhuyse read the staff recommendation. He noted that when deciding on a rezoning,
the main consideration is the impact of the rezoning on existing surrounding properties. The
property is immediately adjacent to an existing R-3 subdivision to the east, but all of the other
adjoining lots are very large. The proposed single family use does not appear to have a negative
impact on these uses.
Mr. Van Steenhuyse also noted that if the property were to remain R-1, it could only be
developed into two very deep lots. He added that there is land zoned R-6 north of the subject
property, and advised the applicants that there could be a multi-family development adjacent to
the new single family subdivision.
Staff recommends approval of the request to rezone this property from R-1 to R-3. The proposed
rezoning and subsequent subdivision does not appeax to have a negative impact on the
surrounding uses.
ENTLER SUBDIVISION
Mr. Van Steenhuyse described the subdivision. The preliminary plat for the Scovill Park Addition
shows 21 single family lots along with a common storm detention area. All of the lots are
accessed by a single cul-de-sac street. The lots range in area from 6,318 square feet to 11,158
square feet. Esting water and sanitary sewer mains are located in Main Street. Storm water will
be directed to a common detention basin located south of Lot 21. The storm water will then
outlet to an esting storm sewer in West Main Street. This basin will be owned in common by
the owners of lots in the subdivision. A Homeowner's Declaration that covers ownership and
maintenance of the basin will need to be provided at the time of final plat approval.
The majority of the lots are relatively shallow. When the setback requirements for the houses are
met, there will be relative small rear yards for these lots. Although the lots in the subdivision will
be sold individually, the developers intend through the Homeowners Association to provide all
eerior maintenance, including mowing, landscaping, etc. The lots will be marketed to the
55-and-over market, who traditionally prefer a more maintenance-free lifestyle. The lots all meet
the R-3 zoning standards, and the subdivision has been designed in accordance with City
subdivision regulations. The Engineering and Infrastructure Department has approved the
preliminary design.
