4 � STATE OF II,LINOIS ) )SS COUNTY OF MACON ) NOTE ORnER We, Steve Garnian and Beth Couter, do hereby certify that we are, respectively, the City Manager and the Director of Financial Management of the City of Decatur, Macon County, Illinois(the "City'�; and as such officers,we have reviewed the books,records,minutes and files of the City, and from such review and based on our authority,we do further certify as follows: 1. On March 5, 2001 and April 27, 2001, the Council adopted Ordinance Numbers 2001-08 and 2001-35 of the City entitled: AN ORDINANCE providing for the issuance of not to exceed $10,000,000 General Obligation Line of Credit Notes, of the City ' of Decatur, Macon County, Illinois, to pay the costs of redevelopment projects, and providing for the security for and payment of said Notes. and AN ORDINANCE of the City of Decatur, Macon County, Illinois, amending City Ordinance Number 2001-08, adopted by the Council on Sth day of March,2001. (collectively, the "Note Ordinance'�. The terms as used herein are defined in the Note Ordinance. 2. The Note Ordinance, in accordance with delegated limits, authorizes us to sell the Notes. 3. We hereby approve sale of a $700,000 portion of the Notes ("Today s Notes") to National City Bank of Michigan/Illinois, Decatur, Illinois, at a price of par. The amount of Today's Notes added to the amount of Notes previously issued pursuant to the Note Ordinance equals$1,400,000 of the authorized amount of not to exceed$10,000,000 of Notes. �. 4. Today's Notes shall bear interest at the "Formula Rate" as defined in the Note Ordinance; and interest on Today's Notes shall be payable upon the terms specified in the Note Ordinance. 5.
