Only in very general terms do we have an idea of what expense might be necessary to
improve public facilities at Millikin University in order to meet the team requirements. It is likely
that some facilities owned by the University and/or the Park District can be modified to meet the
needs of the Bears, and thereby avoid all new construction.
It is clear, however, that accessing a capital fund to pay construction costs of new or
improved playing fields, and other necessary improvements will be required, and commitment to
do so may be required on short notice. In order to maximize our ability to attract the camp, it is
desirable to authorize such expenses, so that a commitment can be made to the Bears
organization.
Attachment A is an ordinance which authorizes the City to access our line of credit to
finance improvements as may be necessary to host the summer camp.
Attachment B is another report to City Council, which discusses the financial structure,
and various options available to retire whatever debt might be incuned.
Members of the Welcome Home Bears Committee will be present at the Friday meeting to
provide any answers to the extent that answers can be provided.
