Mr. John asked the location of the entrance. Mr. Kelly stated that it would be off Pershing Road.
It was noted that U-turns did not look safe there. Mr. Van Steenhuyse stated that would be part
of the review of the site plan. I
Mr. Shampine asked if petitioner agreed with stipulations as noted by staff and Mr. Kelly
answered yes.
There was an objector present:
Mrs. Yvonne Causey, 2919 North 25th, was present and spoke against the petition. Her side yard
is adjacent to the back yard of the subject property. Mrs. Causey expressed concern with fencing,
traffic, lighting and the possibility of her property value decreasing.
Mr. Van Steenhuyse stated that fencing is required per the ordinance to provide screening. The
fence can be constructed of wood or it could be metal with vinyl inserts. Mr. Van Steenhuyse
stated that the effect on the values of the surrounding properties could not be predicted. The use
will be as an office during the day and the impact should not be significant.
Mr. Kelly stated that a six foot wooden, stained fence would be constructed. Mrs. Causey asked
about lighting. Mr. Van Steenhuyse stated that the ordinance does not allow their lighting to spill
over onto the property of others.
Mr. Schiller stated that the four foot fence does not seem adequate adjacent to a residential area
and asked if that could be reviewed in the new ordinance.
It was moved and seconded (Schiller/Peck) to forward Cal. No. O1-09 to City Council with
recommendation for approval as presented with the stipulation of a six foot wooden sight break
fence. Motion carried unanimously.
