Krie ssistant ity Manager � <br /> Dane C. a ,Planne� <br /> SUBJECT: Application for Special Use Permit for Cellular Communications Tower- 2320 <br /> North Oakland Avenue <br /> SUMMARY RECOMMENDATION: Staff recommends approval of the petition as revised. <br /> The petitioner has met all of the required fall zone provisions and revised the tower plans <br /> accordingly. The fall zone will not encroach on any adjacent property owners. Staff believes <br /> that the proposed tower will meet a demand for cellular services in the area and allows for future <br /> expansion of services without necessitating the construction of additional towers. The monopole <br /> design proposed is one of the safest and least invasive tower designs available today. <br /> BACKGROUND: The petitioner proposes to construct a 190 foot monopole communications <br /> tower on the Sims Lumber Company property located at 2320 North Oa.kland Avenue. <br /> Communications towers are permitted by Special Use Permit under the Zoning Ordinance. Staff <br /> has worked extensively with the petitioner to determine an optimal location for the proposed <br /> tower where the potential for damage to persons or property other than the lessor's is minimal. <br /> Further, the petitioner has completed a structural analysis of the nearby tower on Walnut Grove <br /> Avenue and found it to be incapable of carrying additional antennas. The petitioner intends to <br /> allow up to six (6) carriers on the proposed tower, eliminating the future need for additional <br /> towers within the vicinity. The petitioner has also provided a letter of intent to provide space to <br /> other carriers for reasonable terms and conditions. <br /> POTENTIAL OBJECTION: The original concept of the tower depicted a fall zone <br /> encroachment on three adjacent properties. These property owners did object to the <br /> encroachment. The petitioner has since revised the plans to accommodate the encroachment <br /> within the leasehold property limits. There are no other known objectors to this petition. <br /> INPUT FROM OTHER SOURCES: The City Plan Commission voted 8-0 to recommend <br /> approval of this petition at the March 1, 2001 hearing.
