The Plan Commission considered rezoning of this property from R-3 and R-5 to R-6 at the <br /> February 2001 meeting. At that time, the Residential Development Plan(RDP)was still <br /> being completed. There was some opposition to the rezoning at the February meeting, <br /> partially based on the fact that the project is being financed with Low Income Housing Tax <br /> Credits. The objections were related to the imminent closing of the Longview public housing <br /> project and fears that the Roosevelt School project would become a new location for those <br /> tenants. It was also expressed that single family would be a better use. Neighboring property <br /> owners expressed concern about the increased density and traffic. The applicant's attorney <br /> testified that this project was not a public housing project and that the use of federal tax <br /> credits did not mean that the project was government subsidized. He noted that since this is a <br /> private, for-profit development, the developer has an incentive to keep the property clean and <br /> safe. The Plan Commission voted 8-1 (with two abstentions) to approve the rezoning. <br /> 2. On February 13, a public meeting was held at Roosevelt Middle School by the applicants to <br /> explain the project. The developer,his attorney and his architect all attended. The School <br /> Board's attorney also attended. The developers responded to neighborhood concerns about <br />
