In the opinion of the City
staff inembers that attended, the neighbors showed no real opposition to the project once they
understood what was being proposed.
3. The City Council considered the rezoning at their regular meeting on February 19th. Unlike
the Plan Commission meeting, there were no objectors present. The City Council
unanimously voted to approve the rezoning to R-6
PROJECT DESCRIPTION
4. The proposal has been trimmed down from 52 units in the existing school building to 42
units. There are 18 3-bedroom units, 23 2-bedroom units, and one 1-bedroom unit in the
building. Eight of the units will be designed as handicapped accessible. The units range in
area from 900 square feet to 1,745 square feet.
5. The existing gymnasium will be maintained as a gym for the residents of the project. The
auditorium, which was originally proposed to be converted into apartments, will instead be !,
converted to a community room with the stage kept intact. The area under the old balcony '
will be converted to an exercise room for the tenants. The exterior of the building is not ',
proposed to be significantly altered. The side and front stair towers, which had originally '
been proposed to be converted to apartments, will instead be maintained as entrances, thus
preserving the historic entrance and stair areas.
6. In addition, 5 new buildings are proposed. Three of the buildings will contain 7 units, while I!
the remaining two will contain 6 units. Each contains three bedrooms and two baths. The '
units are proposed to be townhome style and will each have a one-car attached garage. The
attached site plan shows the proposed building locations. The new buildings will be located
on the perimeter of the existing playground areas and grouped around a central parking area.
The architectural elevations show that the buildings will be compatible with the existing
school building.
7. The site will be accessed from two driveways, both on the side streets. An existing curb cut
on Pine Street will be expanded to 24 feet and will provide access on the west side of the
project. A relocated curb cut on Leafland will be just east of the existing curb cut. The curb
cut that was originally on the west side of the school onto Grand will be eliminated.
STAFF ANALYSIS
8. The plan is still missing a few details. More detailed landscape plans are required. The
developer has indicated that more detailed plans will be provided prior to Council approval.
In addition, more information is needed on the proposed lighting fixtures. The site details
sheet of the plans show depict the proposed pole lights; however, more information is
needed. How will light be controlled at the property lines? The developer has been advised
to provide a catalog cut with light profiles showing light intensity at various distances.
Where lights are located near existing residences, the developer has been told that they must
be shielded appropriately. Finally, staff requires a detail for the proposed site break fence
where it is adjacent to the existing residences.
