t , � <br /> WHEREAS in order to accommodate the borrowing program of the City, including <br /> projected means of repayment and levels of anticipated debt service, the Corporate Authorities ', <br /> deem it necessary and advisable to issue such notes over a period of time having the intent I <br /> initially to provide intermediate term capital financing, with the potential of being refunded with I <br /> the proceeds of long-term capital bonds; � <br /> NOw THEREFORE Be It Ordained by the Council of the City of Decatur, Macon County, <br /> Illinois, in the exercise of its home rule powers, as follows: <br /> Section 1. Definitions. In addition to such other words and terms used and defined in <br /> this ordinance, the following words and terms used in this Ordinance shall have the following <br /> meanings, unless, in either case, the context or use clearly indicates another or different meaning <br /> is intended: <br /> "Act" means the Illinois Municipal Code, as supplemented and amended <br /> (including, specifically, the TIF Act), and the home rule powers of the City under <br /> Section 6 of Article VII of the Illinois Constitution of 1970. In the event of conflict <br /> between the provisions of said code and home rule powers, the home rule powers shall be <br /> deemed to supersede the provisions of said code. <br /> `:4rea"is defined in the preambles hereto. <br /> `Bank"means National City Bank of Michigan/Illinois,Decatur, Illinois. <br /> "City"means the City of Decatur, Macon County, Illinois. <br /> "Code"means the Internal Revenue Code of 1986. <br /> "Corporate Authorities"means the Council of the City. <br /> "Debt Service Fund" means the Debt Service Fund established and defined in <br /> Section 12 of this Ordinance. <br /> -3- <br />
