Fairview Plaza Shopping Center was constructed in the late 1950's. The development was annexed <br /> into the city during construction to obtain city water. <br /> 2. The site was originally included in the Old Towne Tax Increment Finance District that was recently <br /> created between Millikin University and Downtown Decatur. After negotiations with the owner,it <br /> was determined that a development agreement between the owners and the city would be established <br /> and the property would be taken out of the TIF District. The agreement states that certain <br /> improvements will be made to the center. <br /> PROJECT DESCRIPTION <br /> 1. The owner plans to make the following improvements to the site: resurface the west parking lot and <br /> the south area behind the center and add a fence;reseal and restripe entire parking area; add new <br /> landscaping to center;replace all sidewalks with stamped brick concrete; install a new sign; increase <br /> lighting in all areas as needed; remodel two structures located on the northeast corner of the site; <br /> re-roof all shingle roof area with new metal roofing; remodel and re-roof approximately 100,000 <br /> square feet of space including new mechanical,plumbing and interiors. <br /> Pagel <br />
