2. The site plan on Sheet 1 shows the layout of the proposed parking. The main entry drive from West , <br /> King Street has been widened to four lanes with new landscaping. Curbing and landscaping will ' <br /> limit entry into the parking lot and help provide better traffic flow at the site. Landscaping and <br /> islands will define the drive through the parking lot. The entry near Walgreens will be moved to the <br /> west of the existing location to help improve traffic movement in front of the Walgreens Store. The <br /> enh-y from Fairview will also be improved. Sheet 2 shows these details. The final sheet shows the <br /> landscaping for the site which includes the entry areas and the islands. The IDOT right-of-way will <br /> be landscaped and a walk area will be provided where currently these is no paving. The walk will be <br /> flagstone placed close together to provide a surface for pedestrians and bicycles. <br /> STAFF ANALYSIS <br /> 3. Section XIII. of the Zoning Ordinance authorizes the City Council to approve the plan far a B-3 <br /> Planned Shopping Center District after recommendation by the Plan Commission. "In formulating <br /> its recommendation,the Plan Commission shall find that the proposed development does or does not <br /> meet the following: l. Such shopping center is laid out in accordance with an integrated overall <br /> design plan, and can be developed within the proposed plan. 2. The location and arrangement of <br /> buildings, signs,parking areas, lighting, landscaping, and appurtenant facilities are compatible with <br /> surrounding uses. 3.Adequate provisions have been included in the plan to prohibit the storage of <br /> merchandise materials, and/or equipment in open areas within the center which would constitute a <br /> hazard or seriously interfere with vehicular or pedestrian traffic,or which will create a conflict ' <br /> between vehicle and pedestrian traffic. 4.All roads, driveways,parking and loading areas shall be <br /> constructed in accordance with plans and specifications approved by the City." , <br /> 4. Staff has reviewed the proposal for the 18.9 acre site and finds it meets most of the provisions of the I, <br /> Zoning Ordinance. The proposed plan does not have the required number of parking spaces required <br /> by the ordinance. The revised proposal increases the number of parking spaces by 178 over existing ', <br /> conditions to 759. Since the number of parking stalls provided does not worsen the existing <br /> nonconformity,the Legal Staff determined that a variance to the provisions of the Zoning Ordinance <br /> will not be required. The new parking lot layout will improve parking flow at the shopping center. ' <br /> The planning staff and the engineering staff have reviewed the site plan and landscaping plan and �, <br /> find the proposal acceptable. �, <br /> STAFF RECOMMENDATION 'I <br /> 5.
