Mille ,AICP,Planner� <br /> SUBJECT: Rezoning Tracts north of Garfield Avenue between North 27th Street and <br /> North Brush College Road <br /> The subject petition requests that tracts of land totaling 42.63 acres and generally located north of <br /> East Garfield Avenue between North 27th Street and North Brush College Road be rezoned from <br /> R-1 Single Family Residence District to M-1 Light Industrial District. The area in question was <br /> annexed into the Decatur city limits on September 18, 2000, (Ordinance No. 2000-80), as a <br /> surrounded area. The sites are owned by David Rathje (2326 North 27th Street), Lehigh Portland <br /> Cement Company (2535 North Brush College Road) and the Illinois Central Gulf Railroad and <br /> currently developed as industrial sites. The Economic and Urban Development Department has <br /> initiated this rezoning to bring the area into conformance with the zoning ordinance. City of <br /> Decatur water and sanitary sewer utilities are extended to the area. <br /> Upon review of land use and zoning patterns for the general area, staff notes that with few excep- <br /> tions, the axea south of the ICG railroad tracks north to East Harrison Avenue, Spencer Park and <br /> East Garfield Avenue is zoned M-1 Light Industrial District. The exceptions are zoned R-1 and <br /> R-3 Single Family District and PMR-1 Park Mobile Home Residence District. <br /> Upon review of the Decatur Area Land Use Plan of 1990, staff notes that the subject premises are <br /> earmarked for Light industrial development. Consequently, the proposed zone would be in <br /> keeping with the intent of the land use plan as noted. <br /> The Plan Commission reviewed the petition on November 2 and recommended approval; the <br /> Plan Commission minutes are attached. <br /> In view of this data, staff recommends approval of the petition as presented. <br />
