Krieger, Assistant City Manager <br /> Dane Bragg Planne� <br /> SUBJECT: Rezoning Southwest Corner of Martin Luther King Jr. Drive and Ash Ave. <br />' The petitioner is requesting the rezoning of a 4.44 acre tract located at the southwest corner of �' <br />, Martin Luther King Jr. Drive and Ash Avenue from R-1, Single Family Residence District, to � <br /> B-2, Commercial District and the subsequent approval of a Planned Unit Development on the <br /> site. Property to the north and west is zoned B-2 and B-3, while properties to the south and <br />' east are zoned R-1, Single-Family. All commercially-zoned properties to the north and west � <br /> are planned developments. The subject property is designated as "Planned Development, I, <br /> Commercial" on the Decatur Urban Area Land Use Plan. The property is located within the ', <br /> Wal-Mart TIF District. City water and sanitary sewer services are available to the site. �� <br /> The petitioner proposes to construct a 20,330 square foot, two-story building to house a <br /> financial institution on the site with a 63 stall parking lot, while leaving the south end of the <br /> site far potential future commercial development. Ingress/egress will be accomplished via ', <br /> two curb cuts, one at Ash Avenue and one at MLK. There will be no access to Maryland 'i <br /> Heights Road. Stormwater detention will be provided in the northeast corner of the site. The <br /> petitioner has proposed the provision of a landscape buffer of 25 feet in width in the <br /> southwest corner of the site. Facade design will be as shown in the attached elevation <br /> drawings. <br /> Staff has worked with the petitioner to address the following concerns: <br /> 1. the relocation of the on-site fire hydrant to approximately 150 feet east of the <br /> location shown on the site plan, <br /> 2. the provision of an 8"water main to the relocated fire hydrant, <br /> 3. that the petitioner will provide a detailed landscaping plan to be approved by the <br /> Economic and Urban Development Department, <br /> 4. that access rights will be purchased from the City of Decatur by the petitioner for a <br /> curb cut along MLK for the sum of$8,120, <br /> 5. that a 36 foot access be provided along MLK, <br /> 6. that a 5 foot wide transportation(sidewalk) easement be dedicated along MLK, <br />
