Excerpts from Plan Commission Minutes of September 7, 2000 <br /> Cal. No. 00-61 Petition of LAND OF LINCOLN CREDIT iJNION, 1435 North Water <br /> Street, to rezone the premises located at the SOUTHWEST CORNER of <br /> ASH AVENUE AND MARTIN LUTHER KING JR. DRIVE from R-1 <br /> Single Family Residence District to B-2 Commercial District and for <br /> subsequent approval of a Planned Unit Development on the subject site. <br /> Mr. Phillip Cochran, Consulting Engineer, was present and spoke for the petition representing <br /> Land of Lincoln Credit Union. Mr. Mac Dunaway, President of the Credit Union, was also <br /> present. Mr. Cochran stated that the purpose of the rezoning is to allow the commercial <br /> development of a 4.44 acre tract located at the southwest corner of Ash Avenue and Martin <br /> Luther King Jr. Drive which is presently zoned R-1. The house was demolished several years <br /> ago. Approval of the petition would allow the development of a credit union on the north side of <br /> the property. Property to the north of this site is zoned B-3. A nearby office building is zoned <br /> B-2 and to the south and west are R-1 districts. Mr. Cochran stated that the Planned Unit <br /> Development is consistent with the Comprehensive Plan. <br /> Mr. Cochran stated that access rights were purchased by the City of Decatur when Martin Luther <br /> King Jr. Drive was e�ended. The dollar amount that the developer will pay the city has yet to be <br /> determined for purchase of the right of way. There are two points of access that will not <br /> compromise the e�sting intersection. There will be no access onto Maryland Heights Road. <br /> There will be a twenty five (25) foot landscape buffer on the south and west property lines to <br /> separate the development from the residential areas. Mr. Cochran stated that there is adequate <br /> sanitary sewer and water located nearby. Should there be a building on the south portion of the <br /> property in the future, it would have to be reviewed by the Plan Commission and City Council as <br /> well. Safeguards will be put in place to protect the e�sting residences. Storm detention is on the <br /> northeast corner of the property. <br /> Mr. Schiller asked how much work will be done on the non-developed portion of the property. <br /> Mr. Cochran stated that very little work would be done,just the clearing of brush. There is a <br /> stipulation that nothing be done without a landscape plan. <br /> Ms. Jacobs asked if the property would stay as is if the rezoning were not approved. Mr. <br /> Cochran stated that would be correct. <br /> Mr. Shampine asked if any consideration would be given to the sign and visibility. He noted that <br /> the sign as shown seemed to be very large. Mr. Cochran stated that the sign represented is used <br /> by the Land of Lincoln Credit Union at another location. Staff had asked for a representation of <br /> the sign. A sign at the subject location would be ten(10) feet off the ground and would not <br /> compromise visibility. A proposed sign would have to be approved by staff. <br /> There were no objectors present. <br />
