• ! i '
Decatur City Plan Commission
June 1, 2000
Page Three
New Business
Cal. No. 00-38 Petition of PAUL E. SPANBAUER, et. al., to rezone the premises at
609 EAST VAN BUREN AVENIJE from R-3 Single Family Residence
District to B-2 Commercial District.
Ms. Cynthia Minick, Realtor, was present and spoke for the petition representing Mr. and Mrs.
Spanbauer. Ms. Minick stated that the Spanbauers are deaf and were present with their
interpreter. They have contracted to purchase the subject residence and two other lots and wish
to expand on their pet boarding facility.
There were no objectors present.
Mr. Forgey presented the recommendation of staff:
The petitioner proposes to rezone a .68-acre lot from R-3, Single Family Residential, to B-2,
Commercial District. The stated purpose is to expand an existing business, a pet grooming
facility. The site is illustrated as Commercial on the Future Land Use Map, a component of the
Decatur Comprehensive Plan. Zoning in the vicinity is mixed. There is B-2 Commercial zoning
to the north and B-1,Neighborhood Shopping, to the south. There is a solid front of industrial
zoning to the west. The only residential zoning is to the east. Given the intensive nature of the
land uses embracing this site on three sides, as well as the busy traffic along Martin Luther King,
Jr. Drive, the possibility that this site could be used for residential purposes is exceedingly
limited.
Staff recommends approval of this petition as proposed.
Mr. Schiller asked what the piece of property was on the south side of the lot before the existing
B-1 use. Mr. Forgey stated that it is a strip of R-2 zoned property which is not buildable and
may be an easement.
Ms. Minick stated that the parcel is Illinois Power right of way.
It was moved and seconded(John/Smith)to forward Cal. No. 00-38 to City Council with
recommendation for approval. Motion carried unanimously.
Cal. No. 00-39 Petition of STEVE HORVE, JR., 330 Marion Avenue, Forsyth,to
rezone the premises at 800 BLOCK WEST McKINLEY AVENUE from
R-1 Single Family Residence District to R-6 Multiple Dwelling District.
