during a time other than regular departmental working hours. Failure to cause the <br /> required reading to be timely made shall be a delinquency and shall result in the <br /> same penalty and admit of the same notice and consequences as late payment as <br /> elsewhere provided herein. <br /> 15. ANNUAL READING REQUIRED. Each meter in each service <br /> shall be read at least once annually by Department of Water Management <br /> employees. After three consecutive bills reflecting charges based upon the <br /> reading of a meter by other than Department of Water Management employees it <br /> shall be the duty of the owner or person in possession of the premises wherein <br /> such meter is located to arrange for a special reading of said meter by a <br /> departmental employee for the first period next succeeding the third of such bills, <br /> unless said meter will be accessible to be read by said departmental employee at <br /> the time usually scheduled for the reading thereof. The special reading fee <br /> provided elsewhere in this ordinance shall be charged. Failure to cause the <br /> required reading to be timely made shall be a delinquency and shall result in the <br /> same penalty and admit of the same notice and consequences as late payment as <br /> elsewhere provided herein. <br /> 16. ACTIVATION OF SERVICE. If the Department of Water <br /> Management initially activates a new service, or restores service,upon request at a <br /> requested time other than the usual business hours of the Department, a fee of <br /> $30.00 shall be charged, which said fee may be waived under circumstance which <br /> in the opinion of the Director of said Department constitute an emergency. <br /> 19. SERVICE SHUT OFF. Unless all charges for water furnished and <br /> any other charges relating to a water service are paid on or before 10 days after the <br /> date of a delinquency notice relating thereto, the Department of Water <br /> Management shall cause such service to be shut off and water shall not be <br /> furnished through such service until such time as any and all such charges and <br /> penalties are fully paid. In addition to such charges, a fee for restoring the <br />, furnishing of water in such service shall be paid in advance which said fee shall be <br /> $7.50 if restoration of service is requested to be made during the usual business <br /> hours of the Department of Water Management or $30.00 if such restoration of <br /> service is requested to be made at hours other than usual departmental business <br /> hours. <br /> 20. WATER FROM FIRE HYDRANT. After issuance of a permit, <br /> water may be furnished through a City fire hydrant in circumstances wherein, in <br /> the opinion of the Director of the Department of Water Management concurred in <br /> by the City Manager, such furnishing by other means is not practicable. <br /> Application for such permit shall be upon forms furnished by said Deparirnent <br /> which shall show the name of the applicant; the location of the hydrant to be used; <br /> the circumstances requiring such permit; the purpose for, and the location at, <br /> which the water is to be used; the estimated amount of water to be furnished; the <br />
