Water services from said system to a <br /> single family residence or a two-family residence are domestic services, and water <br /> services to which more than one million(1,000,000)gallons per day are furnished, <br /> averaged over the one year period immediately preceding the effective billing <br /> date, are lazge user services; except as otherwise provided herein, all other <br /> services are non-domestic services. Water services which show an average usage <br /> in excess of 1,350 cubic feet per day, said average being deternrined by meter <br /> registration during any two of the preceding four applicable meter reading periods, <br /> are monthly services. All other services are quarterly services. Classifications <br /> shall be assigned at the determination of the Director of the Department of Water <br /> Management. If there is insufficient actual measurement of water furnished to <br /> determine the average use as aforesaid, classification pending determination based <br /> on actual use,may be made on the basis of reasonable estimate. <br /> 11. NOT FOR PROFIT INSTITUTIONS. Water service to public and <br /> semi-public entities, organizations and institutions not operated for profit <br /> including but not limited to religious, educational, eleemosynary, philanthropic <br /> and other similar entities or organizations may be, by the Director of Department <br />' of Water Management with the consent of the Council, classified as domestic <br /> services and the charges for water furnished thereto made in accordance with such <br /> classification. <br /> 13. REGULAR BILLING. The Department of Water Management, <br /> upon such schedule as sha11 be determined by the Director thereof, shall cause <br /> each water meter to be read regularly each classification period applicable to each <br /> meter and shall promptly return such readings to the Department of Finance. The <br /> Deparnnent of Finance shall compute the appropriate charges for water furnished <br /> in accordance with this ordinance and shall bill for the same. The water bill sha11 <br /> set forth the period during which the charges shown thereon accrued, the amount <br /> of the service charge, the amount of the water-furnished charge, the amount of <br /> water furnished, the due date of payment and any other charges connected with <br /> such service including the amount and the reason for same. <br /> 14. SPECIAL METER READING. In the event a meter is not <br /> accessible to be read at the time usually scheduled for such reading so that the <br /> same is not then read, charges may be based on an amount of water estimated to <br /> have been furnished through said meter determined in the same manner as <br /> provided in Section 8 hereof. Not more than two consecutive bills based on <br /> estimates shall be permitted. It shall be the duty of the owner of the premises or <br /> the person in possession thereof to arrange with the Department of Water <br /> Management for a special time at which the meter will be accessible for such <br /> purpose at the usually scheduled time for such reading for the period next <br /> succeeding the second successive bill based upon estimate. A fee of$4.00 shall <br /> be charged for a special reading requested to be made during regular departmental <br /> working hours and a fee of $30.00 for a special reading requested to be made <br />
