McNabb,P.E., Director of Public Works�� <br /> Stephen Swanson, P.E., City Engineerl� <br /> SUBJECT: IDOT Joint Agreement <br /> Northbound U. S. Route 51 (Alt.) and Southbound U. S. Route 51 <br /> The Illinois Department of Transportation (IDOT) plans to coldmill and resurface <br /> northbound U. S. Route 51 (Alt.); Water Street, from North Street to approximately 2,044 feet <br /> north of Pershing Road (Spring Creek) and southbound U. S. Route 51, Main Street, from <br /> Washington Street to approximately 2,060 feet north of Pershing Road (Spring Creek). A project <br /> l.ocation map is attached. In the process of preparing its plans for the project, IDOT informed <br /> City staff that the project would include only the traffic and turn lanes and not the areas used for <br /> parking. The parking areas would be included in the project if the City agreed to pay 50 percent <br /> of the resurfacing cost for these areas. <br /> After being advised of this matter by IDOT, the pavement condition of the parking areas <br /> was checked by City staff to determine which areas might be included in the IDOT project. It <br /> was decided by staff that the parking areas along the west side of Main Street from North to <br /> Washington Streets should be included. This decision was based on these areas being in the <br /> City's downtown area and the aesthetic benefit to the downtown area of having a consistent <br /> pavement surface for the full width of the street. If these areas were not resurfaced there would <br /> be a contrast between new and old pavement. The pavement in other parking areas was <br /> considered to be functional and not in need of resurfacing at this time. <br />
