r
. • Page 2
IDOT has completed its design and has forwarded to City staff the Agreement (copy
attached) between the City and IDOT for the City's participation in this project. The City's total
cost share is $6,382.00 for the milling and resurfacing of the parking areas; adjusting catch basin
or manhole frames and grates and related IDOT engineering costs. Associated with the
Agreement is the requirement by IDOT that the City approve, by ordinance, permanent motor ,
vehicle parking restrictions within the project limits; prohibiting the release of waste water mto ',
storm sewers• and re ulatin encroachments into the ublic ri ht-of-wa . For this reason, the '
, P g Y
g g
City Council is asked to approve the three related ordinances prior to approving the Agreement
with IDOT. '
The first ordinance, which becomes Exhibit B to the Agreement, designates locations I
within the project limits where motor vehicle parking is prohibited. This ordinance became
necessary as some sections within the project limits are not designated as "no parking" by '
existing City ordinances on file with IDOT and in one case is not consistent with current ,
permitted parking along the west side of Main Street from North to Washington Streets. Exhibit '
B has been prepared to be consistent with the current posted parking areas on Main and Water '
Streets.
The second ordinance, which becomes Exhibit C to the Agreement, requires the City to
regulate the discharge of sanitary sewage or industrial waste water such that it cannot be drained
into storm sewers constructed as part of this project.
The third ordinance, which becomes Exhibit D to the Agreement, requires the City to
regulate encroachments into the public right-of-way. Encroachments might include buildings,
signs, fences, sidewalks or other objects that may be positioned in the public right-of-way. IDOT
did perform a field review and no encroachments were noted that required special attention. This
is a administrative requirement of IDOT whether or not an encroachment exists.
It is recommended by staff that the City Council approve the ordinances; the attached
resolution approving Agreement No. JN-500012 with the State of Illinois acting through its
Department of Transportation for the proposed improvement of a portion on Northbound U. S.
Route 51 (Alt.) and Southbound U. S. Route 51, known as State Section 48Z-3RS-1,
SOZ(2RS-6„3-RS-3); and the resolution appropriating $6,382.00 as the City's share of the cost of
said improvement and authorizing the Mayor and City Clerk to execute the ordinances,
Agreement and appropriation resolution.
City staff will be in attendance at the City Council meeting to answer questions that the
Council members may have.
.
attach: 7
cc: Phillip Wilhelm, Municipal Services Manager
Matthew Newell, Traffic Engineer
