No. 00-25 Petition of FAMII.,Y VIDEO, 1022 East Adams Street, Springfield, <br /> Illinois, to rezone the premises at 1225 North Oakland Avenue, 1212 <br /> and 1220 North Hill Avenue from R-3 Single Family Residence <br /> District to B-1 Neighborhood Shopping District. <br /> Mr. David Nall, Regional Manager for Family Video, was present and spoke for the petition <br /> stating that the two tracts are vacant lots. A 9,000 square foot retail building to house the video I�� <br /> store is proposed. !I <br /> Mr. John stated that the house fronts on Leafland and it appears that one of the lots is the back lot '�, <br /> of the house. Mr. Nall stated that the two lots are vacant. The building would face West Grand ', <br /> with parking in the front. I <br /> There were no objectors present. ' <br /> Mr. Forgey presented the recommendation of staff: ' <br /> The applicant proposes to rezone three lots on the same block, 1212 & 1220 North Hill Avenue I <br /> and 1125 North Oakland Avenue from their current zoning of R-3, Single Family Residential, to <br /> B-1, Neighborhood Commercial. Their stated purpose is to build and operate a video rental store ', <br /> and an additiona12400 square feet of retail space at this site. The Future Land Use Map, a , <br /> component of the Decatur Comprehensive Plan, splits the block in two, illustrating the northern ' <br /> half as Commercial and the southern half, including the three subject lots, as Low Density <br /> Residential. <br /> There is B-1 commercial zoning to the north on the same block—these are the properties which <br /> the applicant wishes to redevelop for commercial purposes. Garfield School is located to the east; <br /> the lands to the south and west are zoned for residential use and developed as such. The <br /> intersection of Garfield and Oakland is relatively busy. Commercial development has e�sted on <br /> this block, though not on these lots, for many years. The existing commercial development on <br /> this block is generally unattractive and poorly maintained, doing little to enhance the aesthetics or <br /> viability of these residential properties. There can be little doubt that the redevelopment of this <br /> block would be an improvement to the area in general. The acquisition of these three residential <br /> properties will provide the applicant with an opportunity to improve the layout of the site. <br /> Staff recommends approval of the petition as presented. <br /> Mr. Smith stated that he felt this petition was a mirror image of the previous petition. Mr. Forgey <br /> stated that this petition reflects a redevelopment project in a sense. Substandard commercial <br /> development will be removed and staff feels there is a very distinct difference between the two <br /> neighborhoods. <br />
