 , .
Mrs. Washington expressed concern with the traffic flow and questioned the impact. Mr. Forgey
stated that an impact statement is not required for a rezoning of this type. He noted that there are
already commercial uses in estence.
Mrs. Washington stated that to the south and southwesf there are heavy residential uses and the
location of a car wash has increased traffic tremendously. There is concern for the school traffic.
Mr. Forgey stated that the concerns were noted, adding that the heaviest hours of activity at an
elementary school are very different from those of a video rental establishment.
Mr. Phillip Cochran, Consulting Engineer, was present and spoke for the petition stating he had
been retained by Family Video. Mr. Cochran stated that the previous petition involved a parcel
that is south of an esting commercial development and not related to it. This project is an
expansion of Family Video and adds to the existing use. There will be two entrances and the
median on Grand will be left in place. The median on Oakland Avenue would be removed to
allow turns. There are school crossing guards for the children. Mr. Cochran stated that this
project would not access Hill Avenue and would eliminate traffic through the residential
neighborhood. The development will have buffering with screening and fencing.
Mr. John stated that it appears as though one of the lots is the back yard of the existing house and
the back door could not be eted without stepping on the subject parcel. Mr. Cochran stated that
the same property owner owns the property to the north and would not sell the lots to the north
without selling lots to the south.
Mr. John questioned why the lots needed to be rezoned. Mr. Cochran stated that the building
could be turned and constructed in an L shape.
It was moved and seconded (Schiller/Jacobs) to forward Cal. No. 00-25 to City Council with
recommendation for approval. Motion carried at a vote of eight to one with Commissioner
' Washington voting nay.
