, � <br /> Any individual desiring a license as a Heating, Air Conditioning and <br /> Refrigeration Mechanic shall make application for the same on an application <br /> prescribed and provided by the Economic and Urban Development Department <br /> Inspections Division which application shall be accompanied by the payment of a <br /> non-refundable examination fee of Thirty Dollars ($30.00). <br /> Section 4. That Sections 3 and 4 of Chapter 27 of the City Code of the City of Decatur, <br /> Illinois, be, and the same is hereby, modified and amended, so that said Sections 3 and 4, as so <br /> modified and amended, shall provide as follows: <br /> 3. TIME AND MANNER OF APPEAL. An appeal may be taken <br /> within ten days from the date of the decision appealed from by filing with the City <br /> Clerk a notice in writing specifying the decision appealed from and the grounds <br /> therefor together with a filing fee of$10.00. Upon receipt of such notice filed as <br /> required herein, the City Clerk shall transmit the same to said Board and to the <br /> Director of the Economic and Urban Development Department and said Director <br /> shall transmit to the Board all papers, documents or other instruments upon which <br /> the action appealed from was taken. <br /> 4. HEARINGS. The Board of Appeals shall, in every case, hold a <br /> hearing and reach a decision without unreasonable or unnecessary delay. Every <br /> decision of the Board shall be in writing and shall be promptly filed in the office <br /> of the Director of the Economic and Urban Development Department. Four (4) <br /> members of the Board shall constitute a quorum, and all decisions shall require a <br /> majority vote of those present and voting. A decision of the Board decided by a <br /> majority of four(4)members, or fewer,may be appealed to the Council. <br /> Section 5. That Sections 2(j), 5, 6, '7 (A) and 10 of Chapter 31 of the City Code of the <br /> City of Decatur, Illinois, be, and the same is hereby, modified and amended, so that said Sections <br /> 2(j), 5, 6, 7 (A) and 10, as so modified and amended, shall provide as follows: <br /> 2 (j). "Historic Preservation Administrator" means the person appointed <br /> by the City Manager, from the Economic and Urban Development Department, to <br /> undertake the responsibilities assigned by this Chapter and to assist the <br /> Commission in the implementation of this Chapter. <br /> 5. APPLICATION FOR DESIGNATION AS A LANDMARK OR <br /> HISTORIC DISTRICT. Any person, group of persons, corporation or <br /> association may apply to the Commission for the designation of a Landmark or <br /> Historic District. Application for such shall be filed with the Historic <br /> Preservation Administrator on forms provided by said officer, which forms shall <br /> require such information as is deemed necessary by said officer to effect the <br />
