out" any City employee affected from participating in areas outside his/her
specialty. We are all involved in succeedin at meetinthe City's mission.
Lastly, the proposed plan should be looked at as a total package, rather than
individual pieces of a puzzle. Because of the intertwined nature of supervision and
functional systems, it would be preferable to make no change at all than to move given
functions around. Much time and thought has been put into coming up with a system
we feel is an improvement, and not just making a change for the sake of change.
We would appreciate City Council's consideration of making the structural
changes as recommended, or making no change at all. Please see attached table of
organization.
Deputy City Manager:
General Administration
Management Services
Neighborhood Services
In the International City Management generally recognized structure of office
assignment, "Deputy City Manager" is usually regarded as the highest ranking assistant
in the office. The position of Assistant City Manager has been elevated to Deputy City
Manager, which is in keeping with where this position has been for some time.
Functions in what was formerly the Community Development Department have been
realigned and the Division of Neighborhood Services has been reassigned to a division
which will report to the Deputy City Manager. The Deputy City Manager would retain the
responsibility for general administration of various City functions.
2
