3. When official signs are posted giving notice thereof, no person shall park or <br /> leave standing any vehicle in the roadway of an emergency snow route in the City at any time <br /> during the period commencing six hours after a snow emergency has been declared and <br /> extending to the hour at which such emergency has been declared to be ended. <br /> 4. Any police officer may cause any vehicle found to be parked or left standing in <br /> violation of the provisions hereof to be towed away and impounded whereafter the same may be <br /> held until all towing and storage charges relating thereto are paid by the person seeking to obtain <br /> the release of the vehicle. <br /> B. WINTER NO-PARKING ZONES. <br /> 1. T'he City Manager or his authorized designee may declare a winter no-parking <br /> condition when it is determined in the opinion of the declarer of the emergency that new snow or <br /> ice has accumulated in, on or along any winter no-parking zone in the City such that vehicular <br /> movement has become difficult or dangerous, and further to declare such condition to be ended <br /> when it is reasonably deemed the same has e�austed its purpose. <br /> 2. The declaration of a winter no-parking condition shall be in writing signed by <br /> the declarer and shall be endorsed with the time and date thereof along with a statement of the <br /> manner, means and extent the same was, or was attempted to be communicated to the media and <br /> the public, and which shall be filed as soon as practicable with the City Clerk who is hereby <br /> authorized and directed to receive and preserve the same for public inspection for a period of <br /> time not less than two years, and by the same manner and method the ending of such condition <br /> shall be declared. <br /> 3.
