Miller, AICP, Planner �- r1r� <br /> SUBJECT: Ordinance Granting Special Use Pernut Planned Unit Development (B-3) for <br /> Self-service Storage F�cility at 3165 North Martin Luther King Jr. Drive <br /> The subject petition requests that premises commonly known as 3165 North Martin Luther King <br /> Jr. Drive be considered for a Special Use Pernut to allow a warehouse in a B-3 Planned Shopping <br /> Center District. The Planned Shopping District is laid out and developed as a unit according to an <br /> approved plan to provide for modern retail shopping facilities to serve residential neighborhoods. <br /> Containing approximately 3.5 acres, the area in question is undeveloped and is located at the <br /> northeast corner of the Brettwood Village Shopping Center. The purpose of the proposed special <br /> use permit is to develop nonmonitored mini warehouses on the site. Access for the site will be <br /> from MLK. Section XXI, l. y. of the Zoning Ordinance allows such uses in a B-2 Commercial <br /> District with certain stipulations and provided that the essential character and nature of the <br /> surrounding neighborhood are not disturbed. <br /> Said premises are adjoined on the north by property zoned R-3 Single Family Residence District <br /> and developed as such. Property to the north and east on the opposite side of MLK is zoned R-1 <br /> Single Family Residence District and developed as such; the property along Pershing Road and <br /> MLK is zoned B-2 Commercial District and developed as a restaurant. Property to the south and <br /> west of Brettwood Village is zoned B-2 Commercial District. <br /> The nature of the mini-warehouse is more akin to the industrial than the commercial land use. No <br /> products are sold; they employ few people; and they bring very little business to the area in which <br /> they are located. They are generally inconsistent with a commercial district such as the one in the <br /> vicinity of Pershing Road and Martin Luther King, Jr. Drive. This petition, if approved, will <br /> create an important precedent—this will be the first warehouse not located in an industrial zone. <br />
