Mayor and City Council <br /> December 15, 1999 <br /> Page Two <br /> The revised Zoning Ordinance, if adopted as proposed by sta.ff, would prohibit mini-warehouses <br /> in all commercial districts. <br /> Staff recognizes the need for mini-warehouses. The draft of the new Zoning Ordinance permits <br /> them in the M-1 and M-2 industrial zoning districts, but not in other zoning districts, neither as <br /> permitted or commercial uses. The M-1 and M-2 zones comprise a very large portion of the city. <br /> There is ample space for facilities of this sort. <br /> The area of Pershing Road and Martin Luther King Jr. Drive is a viable commercial district, and <br /> the subject parcel should be an attractive site for commercial development. In the past, staffhas <br /> received frequent inquiries about this site from potential commercial users. <br /> Upon review of the Comprehensive Plan, which was prepared in 1990, staffnotes that the subject <br /> premises are earmarked for commercial development. Consequently, the proposed use would not <br /> be in keeping with the intent of the land use plan as noted. The storage warehouse is not a <br /> compatible use in any commercial district, especially a Planned Shopping District. A <br /> mini-warehouse will not enhance this area and it will not be an attractive buffer to the residential <br /> neighborhood. Staff recommends denial of the petition. <br /> Copies of the Plan Commission minutes for this item and the stipulations for Special Use Permit <br /> are included. Plan commission voted to deny the petition with a four to three vote. <br />
