City Plan Commission <br /> November 4, 1999 <br /> Page Three <br /> There were no objectors present. <br /> Mr. Forgey presented the recommendation of staff: <br /> The subject petition requests the rezoning of the premises at 464 West Decatur Street from R-6, <br /> Multiple Family Residence District, to R-3, Single Family Residence District. The 0.18 acre, or <br /> 7,800 square feet, site is currently developed as an apartment house. The area is surrounded by <br /> R-6 zoning on the west, north and east sides. The area to the south is zoned R-3, Single Family <br /> Residence District. The rezoning of the parcel to R-3 would be a logical e�ension of the existing <br /> R-3 zone to the south. ', <br /> The petitioner intends to convert the apartment house back to a single family residence. Several ! <br /> of the homes in this area have been or are in the process of being converted back to single family <br /> residences. <br /> Staff recommends approval of the petition as submitted. <br /> Mrs. Washington questioned how many structures zoned R-6 axe in close pro�mity to the subject <br /> property. Mr. Forgey stated that there were quite a few including the rest of this block, <br /> properties to the east and west as well as half blocks to the north. <br /> Ms. Miller stated that NWRAPS will be requesting downzoning in this area which will be <br /> reviewed during the Comprehensive Plan process. <br /> Mr. Shampine asked if the intent will then be to downzone blocks of property to single family. <br /> Mr. Forgey stated that was correct. <br /> Mrs. Washington stated that she was concerned with this process and the elimination of housing <br /> stock. She stated that there should be an overall plan. <br /> Mr. John asked what factors staff would consider to recommend zoning of this type. Mr. Forgey <br /> stated that issues to be considered included the level of neighborhood support, services provided, <br /> infrastructure, etc. He stated that not all criteria are known at this time but a plan would be <br /> presented. Mr. Forgey stated that it is reasonable to approve this particular petition as presented. <br /> Mr. Segraves stated that he has no contract to sell the property to NWRAPS. <br />
