EXCERPTS FROM
MINUTES OF THE MEETING
OF THE
TRAFFIC AND PARKING COMMISSION
Wednesday, May 12, 1999
ITEM#3 Request to change parking time limits on Water Street between North and William
Streets from 30 minutes to 2 hours.
Newell has received requests from several people since the K's Merchandise store moved out of
the Landmark Mall to change the parking limit on Water Street from 30 minutes to 2 hours. He
recently received the petition attached to the Agenda, which includes the merchants on Water
Street between William and North Streets. Staff also contacted business owners on Water Street
between William and North Park. The Demirjian property owners did not have an opinion on the
matter, but the bank did not believe it would be in their best interest to change the parking, so the
staff recommendation is to leave parking as it is on North Water Street between William and
North Park Street but to change parking from 30 minutes to 2 hours on North Water Street
between North and William Streets as requested.
Teresa Hood, 335 North Water Street, has started a new business designed for dine-in and
carry-out food. Their customers cannot eat in the restaurant within the 30 minutes currently
dictated by the parking restriction. It would be beneficial to have the parking changed to two
hours.
Ron Beck, 337 North Water Street, is general manager of a radio station. They are very
interested in this change because they frequently have meetings with clients which require more
than 30 minutes. Even though the parking is preriy wide open, it is still being enforced, resulting
in a$5 ticket for offenders. It does not affect the sales people in his business, because they are in
and out within 30 minutes. The office personnel park in the garage with permits, so it does not
affect their personnel. Typically, it is more for the benefit of their clients.
Nordholm is in favor of changing to two-hour time limits, but would also like to see meters
installed.
Newell advised that meters could be installed but that the issue may be hotly debated in the near
future.
Ballard questioned whether the Commission wants meters in the downtown area if the City is
trying to attract business.
Nordholm might also like to see meters in front of the bank a block south of this area.
